21st Century Grants: Tracking the Implementation and Success of Academically-Oriented After-School Programs

The 21st Century grant program of the U.S. Department of Education supports the creation of community learning centers that provide academic enrichment opportunities during non-school hours for students who attend high-poverty and low-performing schools. RFA serves as the evaluator multiple local organizations in Philadelphia and Southeast Pennsylvania, including Congreso de Latinos Unidos, Pan American Charter School, Education Works, Philadelphia Health Management Corporation, Catholic Social Services, the University of Pennsylvania’s Netter Center, Southeast Delco school district, Philadelphia Arts and Education Partnership, Communities in Schools, City Year, To Our Children’s Future with Health, Sunrise Community Services, and others. In addition, RFA conducts city-wide analyses of data from across these organizations to provide the first comprehensive look at Philadelphia’s OST sector.
