The Florida Grade-Level Reading Campaign (FGLRC), launched in 2015, promotes grade-level reading proficiency by third grade by collaborating with community leaders, nonprofits, and government agencies and supporting local initiatives with strategic guidance and resources. In 2025, RFA’s partnered with FGLRC to conduct a formative evaluation that clarifies the role and potential of FGLRC, explores the relationship between FGLRC and local campaigns, and examines its relationships and position among state-level partners. This mixed-methods evaluation includes:
- Discovery and document review to deepen RFA’s understanding of the local and statewide work
- A comprehensive survey of local campaign leaders to understand their strengths and challenges, and explore opportunities to refine FGLRC’s supports and role
- Focus groups with state policy makers and thought leaders to understand FGLRC’s reputation, relationships, and role in the early childhood learning landscape.
This evaluation will build the foundation for FGLRC to refine their model, strengthen relationships and impact, broaden its funding base, and develop a data-informed logic model. This project will prepare FGLRC to deepen its learning and evaluation strategies in the future and to communicate success with funders and partners.
