Expanding the Knowledge Base on State-Level Postsecondary Outcomes-Based Funding

Released July 31, 2019

RFA is conducting a comprehensive analysis of state-level postsecondary Outcomes-Based Funding policy in six states. This mixed-methods evaluation includes a policy analysis to develop a nuanced picture of the parameters of OBF in each state; in-depth case studies of implementation in both two- and four-year institutions; and extensive quantitative analysis of student outcomes utilizing both national and state-level databases. Results of this study will inform current policy debates as well as state and system-level decisions regarding the design and implementation of these policies.

This work was generously supported through grants from the Lumina Foundation and the Bill and Melinda Gates Foundation. All analyses, findings, and conclusions are those of the authors and do not necessarily represent the views of the Lumina or Gates Foundations, their officers, or employees.
