An Evaluation of Talent Development, a Whole-School Reform: The Philadelphia Education Fund (PEF)

The Talent Development High School is a national high school comprehensive reform model developed at Johns Hopkins University’s Center for Research on the Education of Students Placed at Risk (CRESPAR). PEF, a regional partner for Talent Development implementation in the School District of Philadelphia, asked RFA to work as one of several research teams evaluating the implementation of the Talent Development model in three Philadelphia high schools. RFA’s research focused on teachers’ and administrators’ experiences with and perspectives on the key components of the Talent Development model such as the Ninth Grade Success Academy, the Talent Development curricula and related instructional support provided by Johns Hopkins University and PEF.
