Expanding the Knowledge Base on State-Level Postsecondary Outcomes-Based Funding

RFA is conducting a comprehensive analysis of state-level postsecondary Outcomes-Based Funding policy in six states. This mixed-methods evaluation includes a policy analysis to develop a nuanced picture of the parameters of OBF in each state; in-depth case studies of implementation in both two- and four-year institutions; and extensive quantitative analysis of student outcomes utilizing both national and state-level databases. Results of this study will inform current policy debates as well as state and system-level decisions regarding the design and implementation of these policies.
