These case studies look at the implementation of the Children Achieving Challenge reform in three Philadelphia elementary schools, two middle schools, and two high schools. They illustrate contrasts in the challenges faced, the implementation of the reform, and the outcomes at the different school levels. This was a joint project with the Consortium for Policy Research in Education
