Supported by the National Science Foundation, the Urban Systemic Project (USP) was a systemic change initiative charged by the School District of Philadelphia to reform math, science and technology instruction and produce high levels of achievement among all Philadelphia students. RFA worked with USP staff to evaluate the program over a three-year period.
