Joseph Kay comes to RFA through Philly Fellows. He became involved and interested in education policy and practices through tutoring and mentoring in Philadelphia area schools through the West Philadelphia Tutoring Project. In visiting the schools and talking to the students, it became clear that work needed to be done to help provide the students with opportunities, advantages and skills necessary to live healthy, safe and successful lives. Working at the Stoneleigh Center, Joseph learned about the dangers of poorly designed education policies, and the importance of research to guide the decision making process and improve outcomes.
