Abstract: In this second report on teacher quality in Philadelphia, the authors revisit the issues of declining rates of teacher certification, high rates of teacher turnover, elevated attrition rates in high-povery, low-performing schools, and highly centralized staffing policies that prevented timely and rational employment matches between new teachers and their schools. The authors track the district's progress, assessing how far and how fast it has come in hiring and retaining teachers.
