The Campaign for Better Schools: A coalition to influence New York City school governance supported by the Donor's Education Collaborative in NYC.

Description: RFA is evaluating a grant that the Donor’s Education Collaborative (DEC) in New York City has awarded to a set of advocacy and organizing groups. The grant is supporting the development of a coalition that is focused on influencing the debate over New York City school governance. Our research team will examine how these groups work collaboratively to develop strategies that shape the terms and outcomes of the debate. In 2002, the New York state legislature passed a bill that established mayoral control over the New York City Department of Education, giving the Mayor the authority to appoint both the chancellor and members of the Board of Education. As the legislation sunsets in June 2009, the next year promises to be one of intense debate about whether mayoral control should be renewed as is, amended, or terminated.

Joining RFA in this research effort is professor Jeffrey Henig of Teachers College, Columbia University. Both Eva Gold and Elaine Simon of RFA and Henig have done substantial research in areas relevant to this study, particularly on civic capacity for school reform.
